Revised MAPP Sections: 016, 2012, and 6001

The following sections of the Merced Academic Personnel Policies & Procedures (MAPP) have been revised and take effect on July 1, 2026. Examples of the changes include:

MAPP 016 (Discipline)

  • Updates the timeframes for preliminary inquiries, investigations, and the filing of charges.
  • Adds a requirement that the Administration provide a range of proposed sanctions in a notice of intent to discipline.

MAPP 2012 (Professor Series: Recruitment)

  • Removes the requirement that the Dean verify the diversity of the composition of the search committee.
  • Adds language affirming that “[c]onsistent with Regents Policy 4400, equitable and inclusive recruitment is integral to the University’s mission of academic excellence and service to the State of California.”
  • Replaces “closing date” with “initial review date” to allow for greater search flexibility when needed.
  • Provides new equal opportunity language that we are required to include in job postings.
  • Reflects systemwide changes in access to aggregate candidate demographic data in AP Recruit.
  • Requires the Dean to provide a written justification to the Department Chair and VPAP when cancelling a search.
  • Removes the Statement of Contributions to Diversity requirement, due to Regental directive.

MAPP 6001 (Endowed Chairs and Professorships)

  • Increases the minimum to establish new endowed chairs from $500,000 to $1,000,000.  Note that this has no impact on existing endowed chairs.
  • Adds a new endowed title – Endowed Professorship.  The minimum to establish an Endowed Professorship will be $500,000 and only faculty at the Assistant or Associate rank will be eligible for appointment.  The term of appointment will be three years and will not be renewable, so that Professorships can regularly rotate between early/mid-career faculty.  Note that as of July 1 this title will exist only in theory, until suitable endowments are established.

2026-27 Academic Salary Program

UC Office of the President is implementing a salary increase budget of 4 percent for policy-covered staff and academic appointees at all locations. Excluded from this program are staff employees and academics appointees who are represented by our various unions as their wages are governed by collective bargaining unit agreements. This information can also be found under the News tab of the APO website.

Overview of the 2026-27 Program 

  • The overall salary scales for policy-covered academic appointees will be raised by 4%. 
  • The annual academic merit review process to determine reappointments, as well as adjustments in rank and step will continue. 
  • There will be no increases to off-scale salaries.  Above-scale salaries will be increased by the same amount as the on-scale increase for Professor Step IX.
  • In line with established processes, the effective date is July 1, 2026, or October 1, 2026, depending on the academic appointee group or effective the first pay period commencing thereafter for biweekly paid appointees. The faculty general range adjustment will be effective October 1, 2026. 

Other non-represented academic appointees 

  • The scales for policy covered non-faculty academic appointees (which includes policy-covered librarians and academic researchers) will be increased by a general range adjustment of 4% on July 1, 2026 for monthly paid or July 5, 2026 (the first pay period commencing after July 1, 2026) for biweekly paid academic appointees (the precise amount will vary due to rounding). Scales with ranges will be increased in a similar fashion. 

Faculty Success Resource: New Faculty Experience

Beginning June 30, 2026, a refreshed Faculty Experience will be available in Faculty Success as an optional preview. During the preview period you will be able to switch freely between the current and new Faculty Experience. The new experience will become the default interface for all users on November 2, 2026.

To help you and faculty become familiar with the new interface, we have created a Faculty Experience Transition Resource Guide. The guide includes an overview of the upcoming changes. We encourage you to explore the new Faculty Experience throughout the summer and fall at your own pace. Becoming familiar with the updated interface before the November transition will help ensure a smooth experience when the new Faculty Experience becomes the standard. After you have carefully reviewed the information, you are encouraged to share this with corresponding colleagues as appropriate.

GLAAS 2026.6 Release

GLAAS underwent scheduled maintenance on 6/17/2026, to deploy the GLAAS 2026.6 release, which includes new enhancements, feature updates, salary schedule revisions, and bug fixes.

To prepare users for the maintenance window, notifications were emailed to all GLAAS users on 6/16 and 6/17, advising that the system would be unavailable beginning at 4:00 PM on 6/17, and that all pending tasks should be completed prior to that time.

During the maintenance period, GLAAS was temporarily unavailable and users were unable to access the system or process appointments.

The deployment was successfully completed by APO and OIT, and all GLAAS services were restored on 6/17/2026.

Key Updates:

This release introduces important updates related to Teaching Assistant, Associate Instructor, and Tutor appointments, including revised salary schedules, the transition of applicable Teaching Assistant and Associate Instructor positions to 1/10 title codes and appointment letter templates following the ratified contract.

Effective Fall 2026, the default Paid Frequency for Teaching Assistants (TA) and Associate Instructors (AI) will be 10

This change is pursuant to the terms of the recently ratified contract and is reflected in the Fall 2026 salary schedules, effective 8/1/2026. 

Under the revised salary schedule, TAs and AIs will be compensated in 10 installments (1/10) instead of 9 installments (1/9) for AY2026-2027.

Release Enhancements:

A detailed list of GLAAS 2026.6 enhancements was distributed to all GLAAS users via email on 6/17/2026. A summary screenshot of the enhancements was also shared on the same day for reference.

Please note the following updates to appointment and service dates for Fall 2026 and Spring 2027 appointments:

  • Teaching Assistants (TAs) and Associate Instructors (AIs): The appointment start date has been updated to 8/1/2026, while the service start date remains 8/19/2026.
    • When entering appointments, please select the Fall ASE (Fall 2026) academic term. 
    • The following dates should auto-populate:

Please note, the above deadline for Fall semester has been revised from June 15 to June 1. We recognize that this adjustment shortens the submission timeline and appreciate your efforts to prioritize these appointments as soon as possible. 

Additionally, deadlines for the upcoming review cycle have been updated. Actions submitted to APO on or before the published deadlines will help ensure sufficient time for review and processing. 


Update: Non-Senate “Other” Waiver 

The non-senate “other” waiver category was recently updated to include additional guidance. Updated information can be found on the Waivers and Exemptions webpage. 

B. NON-SENATE FACULTY AND OTHER ACADEMICS

Other: The “Other” waiver category is intended for limited and exceptional circumstances that do not clearly fall within an existing waiver category as outlined in campus policy and guidance.

Because open and competitive recruitment remains the standard expectation for academic employment, requests submitted under the “Other” category will be reviewed strictly on a case-by-case basis and require detailed justification demonstrating why:

-the circumstance is unique or exceptional, 

-an existing waiver category is not applicable, and 

-a standard recruitment process is not feasible or appropriate. 

Submission of a request under the “Other” category does not guarantee approval. Requests will be carefully evaluated for fair hiring practices, and the campus commitment to equitable and transparent recruitment processes. Additional documentation or consultation may be required prior to a final determination.

The campus will deny requests that do not demonstrate sufficient justification or that appear to circumvent standard recruitment requirements.


New Recall (WOS) Title Code

The following new title code and title have been established in UCPath. This title and title code are effective May 1, 2026.

The use of this title is limited to circumstances in which a retired academic appointee is recalled to University service on a without salary (WOS) basis for a defined period. For additional information, please visit the Emeritus and Recall Appointments webpage. 


UC OATS: Release 9.97.0 

At the recommendation of the systemwide UC OATS Workgroup, and as approved by the UC OATS Governance Board, reviewers and approvers are now required to provide a justification when indicating that a faculty member engaged in an activity before receiving permission if the faculty member originally answered “No” to the same question. This field is based on the reviewer’s or approver’s assessment and may be updated to “Yes” if they have reason to believe the activity began before approval was granted. The justification is automatically documented in the activity notes (please refer to Step 5, Additional Options: Has the faculty engaged in the activity before receiving permission?) and added as a “Staff note” in the "Cat 1 Prior Approval non-Compliance" report within the Analytics tab. It serves as an additional validation point alongside the faculty’s self-reported response.

2026-27 Salary Scales for Represented Academic Appointees

Salary scales for represented academic appointees are set by the terms of their Collective Bargaining Agreements (CBA) and will be issued separately from policy-covered academic appointee salary scales this year. The 2026-27 Salary Scales for Represented Academic Appointees are issued effective July 1, 2026, for represented librarians and academic researchers, and October 1, 2026, for represented postdoctoral scholars, academic student employees, and graduate student researchers.  Please review the May 6, 2026, issuance letter for details. The revised salary scales can be found online on the Systemwide Academic Personnel website.

Please note, because the new AFT-IX contract is currently in bargaining, the 2026-27 salary scales for Unit 18 lecturers have not been issued.  Schools should continue to use the 2025-26 scales until the new scales are posted on the 2026-27 salary scales.


GLAAS 2026.6 Release

On 4/30/2026 and 5/4/2026, GLAAS underwent maintenance to implement 2026.6 enhancements, features and bug fixes.

This release includes important updates, new enhancements features and bug fixes designed to improve overall efficiency.

New Resource: CAP Case Analysis Guidelines

The Committee on Academic Personnel (CAP) has released suggested guidelines for writing case analyses. These guidelines are now available on the CAP webpage and provide a structured approach to help ensure clarity, consistency, and quality in case review files. We encourage all review committee members to review and incorporate these recommendations. 


Updated Offer Letter Templates: Senate

The Senate offer letters on “Teaching Responsibilities” have been updated and are now available in Box.


Updated Templates: Adjunct Series 

The adjunct appointment templates available to schools have been updated to improve consistency, streamline processing and ensure alignment with current policies. The templates are now available in Box.

The templates for Academic Coordinator and Academic Administrator appointments have been updated to streamline processing and ensure alignment with current policies. The templates are now available in Box


New Resource: Late Intake Calculations

After careful consideration, it was determined that late intake calculations for the ASE population, specifically Teaching Assistants and Teaching Fellows, will transition to the schools. To support this transition and ensure a smooth implementation ahead of the Kissflow release, we host a training/overview session on March 13. Andrea Smothers from Payroll Services led the training and walked through the calculation procedures and examples. The recording and training materials have been placed in the following Box folder: GLAAS Workgroup_Late Intake Calculation Training_031320206.

Effective April 1, schools are responsible for completing late intake calculations. APO will continue to serve as the final reviewer of revised GLAAS/offline actions related to late intakes and any associated additional pay forms prior to submission to Payroll (until Kissflow is implemented).

Please use the Offline GLAAS Appointment Review Box folder to submit late intake requests. Additional information about this standardized Box-based process can be found in the January 2026 APO announcement, New Process for Offline GLAAS Appointments. As noted during the training, schools must submit a PDF of the calculations along with the additional pay form, when applicable. April 2026 Postdoctoral Scholar Experience Level Increase

Effective April 1, 2026, all Postdoctoral Scholars whose initial appointment occurred from April 2 through September 30, have moved to the next experience level and their salary has been updated.  Please take a moment to double check that UC Path has updated this accordingly.  If you have any questions or concerns, please email Christine Lima.

Updated Faculty Success Roll Over Procedure 

Per the request of the school leadership, APO will continue to manage the annual Faculty Success rollover to add an additional Academic Year (AY) row to the UCM Employment section; however, this process will now be completed earlier in the year, in January.

The Faculty Success procedure guide has been updated to reflect this change. APO will add the new AY row for all faculty members as part of the annual rollover process.

If an additional AY row is needed prior to APO’s scheduled rollover, the procedure guide also provides instructions for submitting and completing that request.

Research Fellow WOS/Research Associate WOS Titles No Longer Requiring APO Review

In addition to Stopgap Titles for UC ANR CE Specialists, the following Without Salary (WOS) titles no longer require APO review:

Research Fellow WOS and Research Associate WOS titles require no review and can be initiated and entered at the school/ORU level without APO review.  The criteria for each title is as follows:

a. Research Associate: The candidate must hold the degree of Ph.D. or possess training substantially equivalent to that required for the Ph.D., and must have demonstrated exceptional fitness in independent research in addition to that required for the Ph.D. Degree. 

b. Research Fellow: The candidate must hold the degree of Ph.D. or possess training equivalent to that required for the Ph.D., but need not have had experience as an independent research worker aside from research for the doctoral degree.

Updated Letter Templates: ASE/GSR

GLAAS 2026.1 Release

On 1/16/2026, GLAAS underwent maintenance to implement 2026.1 bug fixes along with new enhancements.  

Please note, this GLAAS version has important updates pertaining to Unit 18 Faculty, ASE and GSR appointment titles.

Summer 2026 GLAAS Appointments- Unit 18 Faculty, Academic Student Employees (ASE) and Graduate

School processors were notified on Wednesday, February 11, 2026, that Summer 2026 appointments for Unit 18 Faculty, Academic Student Employees (ASE), and Graduate Student Researchers (GSR) may now be processed in GLAAS.

Important Processing Reminders

  • CCOAs must meet the 9–10 segment requirement per APO guidance (effective 3/1/22). Chart Strings must contain 9–10 segments, no “X” values, and may include zeros (0000).
  • Building Location and Room/Cubicle fields are required (per AB119 payroll requirements).
  • GSR service dates must match appointment dates.
  • Unit 18 Faculty: Generate the appropriate Job Description (JD) using the approved templates, including instructional duties, office hours, assessments, academic integrity, mandatory training, accommodations, and mandated reporter responsibilities.
  • Split ASE/GSR appointments below 50% FTE: Follow the November 2025 APO Announcement for exception procedures and FTE combinations.

New Resource: Unit 18 Lecturer By-Agreement (BYA) Process for the Academic Year

Update to Faculty Search Waiver Guidelines

The Office of the President has issued updated guidance regarding faculty search waivers, effective immediately. As a result, campuses have been directed to modify local search waiver guidance.

Removal of PPFP Search Waiver
The search waiver option for hiring from the President’s or Chancellor’s Postdoctoral Fellowship Program (PPFP) pool has been eliminated. Candidates from the PPFP pool may still be hired via open recruitment and remain eligible for hiring incentive.

Remaining Search Waiver Options
Faculty hires without an open search may proceed only under the two remaining Senate Faculty search waiver categories:

  • Spousal/Partner Hire
  • Target of Excellence (TOE)
    • Please note, the TOE search waiver category has been updated to include campus-specific process-
    • Old: A search waiver may be considered for cases where there is an unusual opportunity to hire an individual whose distinctive qualifications and extraordinary promise or accomplishments will contribute significantly to the excellence of the academic mission of the University; such a waiver may apply to hires at the tenured or tenure-track level. Campuses are expected to establish their own definition and qualifications for a Target of Excellence hire that are consistent with these guidelines. In all cases, the individual would be on the short list of top candidates if a search was conducted, would be highly sought after by peer institutions, and may be on the market for a very limited time period. Considerations for granting a waiver must include why it is not possible to conduct a search in which the individual would be an applicant. This search waiver is of indefinite duration.
    • New version is now: A target of excellence (TOE) search waiver request requires that the hiring department provide compelling evidence that the individual is an eminent scholar who possesses an exceptional record in all aspects of professorial activities (research/creative work, teaching/mentoring, and service), relative to the proposed appointment level, and would bring prominence to the department, school, and/or campus.  In addition, the department must provide detailed information explaining why an open recruitment cannot be conducted. For example, timing is critical as the candidate would no longer be available at the time of an open recruitment due to other offers. Typically, a person being pursued as a TOE hire will be at the tenured level. Proposals for a TOE hire at the Assistant Professor or Assistant Teaching Professor level may be considered, but are rare.

Systemwide Policy Updates

Academic Personnel Policy Issuance: Revised APM - 015 and 016

Issued January 29, 2026, by UC System Provost and Executive Vice President Katherine S. Newman, revised Academic Personnel Manual (APM) Section 015, The Faculty Code of Conduct and Section 016, University Policy on Faculty Conduct and the Administration of Discipline, are effective immediately. For reference, the revised policies can be found on the Systemwide Academic Personnel Policy Issuances webpage.

Key Policy Revisions

APM – 015

  • Standardized Timeframes for Faculty Discipline Matters: Section III, Enforcement and Sanctions, incorporates timeframes for initial assessments, investigations and investigation reports, and the filing of disciplinary charges, with provisions for extensions for good cause.
  • Systemwide Reserve Privilege and Tenure Pool: Section III, Enforcement and Sanctions, establishes a Systemwide Reserve Privilege and Tenure (P&T) Pool to supplement campus hearing committees when a full committee cannot be convened. The revised section also provides for the use of Special Committees composed of Senate members from other campus divisions, as provided for in Senate Bylaw 336. The Reserve P&T Pool will be coordinated by the University Committee on Privilege and Tenure (UCPT). 
  • Alignment with Senate Bylaw 336: Section III, Enforcement and Sanctions, incorporates provisions from Senate Bylaw 336, including requirements for the timing of P&T hearings and appointment of hearing committee chairs. 

APM - 016 

  • Systemwide Reserve Privilege and Tenure Pool: Section I, Introduction and General Policy, and Section III, Procedures for Imposition of Disciplinary Sanctions, establish a Systemwide Reserve P&T Pool and incorporate the Special Committee process as provided in Senate Bylaw 336. 
  • Authority for Good Cause Extensions: Section III, Procedures for Imposition of Disciplinary Sanctions, clarifies authority for extensions for good cause, consistent with applicable policies and Senate bylaws. 
  • Technical and Conforming Revisions: Amendments update references to Senate bylaws and reflect the increase in the number of divisional P&T committees from nine to ten.

New Process for Offline GLAAS Appointments

Effective immediately, a standardized Box-based process is in place for submitting and reviewing offline GLAAS appointments that cannot be processed in the GLAAS. School processors must create a folder in “1-Ready for APO Review,” use the approved school templates, upload all required documents, and tag the appropriate APO Analyst for review. Detailed instructions, appointment types, and analyst assignments are now available in Box for each of your respective schools. Please review and follow the new process to ensure timely processing.
